What rotating a PDF does

Rotation turns pages in ninety-degree steps and saves the new orientation into the file, so it stays fixed wherever the PDF is opened. You can rotate a single stubborn page or the entire document at once.

This is different from the temporary rotate button in a viewer, which only changes how the page looks on your screen and reverts the next time the file is opened. Saving the rotation writes it into the document itself, so it prints correctly and looks right for everyone you send it to. You can correct just the pages that came in wrong while leaving the rest exactly as they were.
